This article aims to identify the factors that can have an impact on the development of skills within the Algerian company. To do this, we have adopted the hypothetico-deductive approach by adopting an explanatory descriptive type problem. For this we relied on a questionnaire and some interviews developed with managers of firms or with HR managers belonging to the plastics sector in the region of Oran. The analysis of the results obtained on the study of a sample composed of thirty companies shows that the competitive intensity, the technological dimension, and the level of mastery of the employees have a positive and significant impact on the action of the HR function. on skills.
