Effectiveness of Reform Legislations and Programmes in Structuring a Competitive Agricultural Economy between Reality and Hope. The Region of Biskra (Algeria) as a Case Study

الملخص

This research paper aims at shedding the light on the reality of agricultural development in the
Algerian south and the shift of the national economy from energetic economy to an agricultural one
through putting in an action a set of laws and reform programmes which aim initially to meet
economic and social benefits.
Findings of the study show that through effectiveness of the enacted reform programmes in the
agricultural sector, it witnessed a measurable development in all agricultural crops with the
provision of large quantities in seasonal and early production which led to local and national self
sufficiency, providing that the existing obstacles are overcome with a benefit from pioneering
experiences, expansions of investment opportunities, diversificaation of sources, and generation of
incomes.
