Mechanisms for public deals oversight in Algeria to achieve financial sustainability(public deals outcomes under development programs (2001-2021)

This study aims to shed light on the role of public procurement oversight mechanisms in Algeria, in their various forms and levels, in implementing these deals in accordance with the laws and achieving oversight of public funds in order to ensure their continuity. The study addresses public spending within the framework of development programs, with a projection over the period from 2001 to 2021. A number of results were reached, most notably: the process of signing public contracts is considered one of the areas most vulnerable to corruption, and the trend towards digitization can bring about significant change, as shown in the latest amendment to Public Procurement Law No. 23-12, issued on August 5, 2023. Despite the multiplicity of public procurement oversight mechanisms, their role is limited to expressing opinions, verifying legitimacy, and preparing reports, which are reports that remain locked in drawers without activating this role in the manner required to preserve public money from waste and achieve financial sustainability.
