Official Translation in Algeria and the Challenges of the Sworn Translator

Abstract

This research paper examines the current state of translation in Algeria, with particular emphasis on the field of official translation. Although Algerian translators have made significant efforts and valuable contributions in linguistic and specialized translation, official translation continues to rank among the most widespread and highly demanded types of translation. This prominence is largely due to its legally regulated nature, as the profession is governed by specific regulatory texts designed to organize its practice and ensure the protection of sworn translators. Official translation plays a crucial role in administrative, judicial, and economic contexts, where translated documents must meet strict legal standards in order to be recognized by public authorities and institutions. Through this study, we seek to clarify the conceptual framework of official translation by defining its characteristics and distinguishing it from other forms of translation. The paper also outlines the legal, academic, and professional requirements that a translator must fulfill in order to join this profession, including appropriate qualifications, accreditation procedures, and compliance with the laws regulating sworn translators. In addition, the research addresses the main challenges facing translators working in this field. These include time constraints, the lack of clear legal provisions regulating financial dues and fees, difficulties related to contracting with economic institutions, and the persistent problem of marketing translation services. The study further highlights the shortage of specialized professional training in official translation, which may negatively affect both quality and professional development. Finally, the paper proposes a set of practical solutions and conditions aimed at strengthening and better regulating official translation in Algeria. These recommendations are intended to contribute to the professionalization, development, and long-term sustainability of this vital field
