Requirements for implementing smart regulatory governance in Saudi sports institutions

The study aimed to assess the readiness of Saudi sports clubs in the Qassim region to meet the requirements for implementing smart organizational governance across four dimensions: administrative and human, technological and technical, legislative and legal, and organizational and institutional. The main hypothesis tested whether the perceived level of readiness exceeds the neutral value (2/3). A descriptive–analytical method was employed using a structured questionnaire distributed to 100 employees of Saudi sports clubs in Qassim. Data were analyzed using SPSS v.26. The instrument demonstrated high reliability (overall α = 0.894; subscales = 0.664–0.777) and acceptable construct validity (0.278–0.668). Descriptively, all relative importance scores exceeded 70%, ranked as follows: administrative–human = 2.651 (88.38%), technological–technical = 2.462 (82.05%), organizational–institutional = 2.374 (79.15%), legislative–legal = 2.128 (70.94%). Results supported the main hypothesis, highlighting the strength of the administrative–human dimension. The researchers recommend establishing a Compliance and Data Governance Unit to update regulations, conduct Data Protection Impact Assessments (DPIA), and formalize data-processing agreements to ensure sustainable smart transformation in Saudi sports clubs.
